Disclosed is a rolled paper embossing dispenser wherein a roll of flat paper may be loaded into the dispenser and rotatably supported therein. The paper toweling is dispenser through a nip formed between first and second embossing rolls rotatably mounted within the dispenser. The first embossing roll includes a plurality of knuckles extending radially therefrom and arranged in a plurality of spaced, circumferential rows. The second embossing roll includes a plurality of annular extensions and annular slots arranged in alternating relationship. The spaced, circumferential rows of knuckles of the first embossing roll align with the annular slots of the second embossing roll. Means are provided to manually rotate the first embossing roll. The second embossing roll may be allowed to rotate freely from said first embossing roll. As the first embossing roll is rotated, paper toweling is drawn through the nip and is embossed therein. Because the knuckles of the first embossing roll reside in the slot of the second embossing roll at the nip in a non-interfering relationship, and further because such slots are continuous about the circumference of the second embossing roll, the second embossing roll need not be driven in registration with the first embossing roll. Slippage of the second embossing roll with regard to the first embossing roll as paper toweling is drawn through the web will not result in breaking or tearing of the web.
