PURPOSE:To realize the exchange processing of low delay by executing the retrieval processing of header conversion information of an ATM cell in hardware through the use of a retrieval means and a retrieval storage means. CONSTITUTION:Data which becomes necessary for retrieving header conversion information is stored in the retrieval storage means 42. When the ATM cell is inputted from ATM conversion, it is inputted to the retrieval means 41 when the inputted ATM cell is included in a destination address. The retrieval means 41 obtains header conversion information from the retrieval storage means 42 by using the received destination address. Then, the header of the ATM cell is converted by using header conversion information. Thus, the conversion processing of header low delay is realized compared to a case when header conversion information is obtained by software.
