PURPOSE: To provide an image forming device and method improved in transfer efficiently. CONSTITUTION: This image forming device includes an image forming member, a means of generating an electrostatic latent image on the image forming member, a means for developing this latent image, an intermediate transfer element to which a developed image can be transferred from the image forming member and which has an electrification relaxation time not longer than about 2×10<2> , seconds and a means for transferring the developed image to a substrate from the intermediate transfer element. Further, in this image forming method, the electrostatic latent image is generated on the image forming member, to be developed and the developed image is transferred to the intermediate transfer element having the electrification relaxation time not longer than about 2×10<2> seconds. Further, the intermediate transfer element can perform the transfer of the developed image from the intermediate transfer element to the substrate, with extremely high transfer efficiency.
