PURPOSE:To provide a packaging device to manufacture a shrink packaging body with airtightness. CONSTITUTION:A band shaped film which is made of a material with favorable heat-shrinkability and low gas permeability is continuously pulled out, and at the same time, the film is fed to a bag making device 14 without providing through holes for deaeration, on the way of pulling out, and a cylindrical film 7' is formed at the bag making device. A center sealing device 20 which seals an overlapping end 7a of the cylindrical film is arranged on a carrying path of the cylindrical film, and an end sealing device 5 which seals and cuts the cylindrical film in the lateral direction at each specified interval is arranged ahead of the center sealing device in the advancing direction. In addition, a shrink tunnel 10 is arranged ahead of the end sealing device in the advancing direction, and a film suppressing member 43 which energizes the upper surface of the cylindrical film downward is arranged on the end sealing device, and the upper surface of the film is energized downward before an intermediate packaging body 46 is manufactured.
