A high toughness non-tempered steel is composed of 0.35-0.55 wt.% carbon, 0.15-0.45 wt.% silicon, 0.01-0.075 wt.% aluminum, 0.6- 1.55 wt.% manganese, less than 0.05 wt.% sulphur, less than 0.15 wt.% niobium or vanadium or the mixture of them, 0.2923 Ti 0.02 wt.% nitrogen, less than 0.03 wt.% titanium, and the balance of iron and inevitable impurities. More than one of rare earth metals and misch metals such as calcium, cerium and tellurium are added to the steel to make shapes of inclusions, then the total weight percent of inclusions is 0.00001-0.04.
