<p>PURPOSE:To obtain the coder whose circuitry is in common for each picture signal and whose circuit scale is advantageous which corresponds to a picture signal whose picture element number is different like various picture signals and in which a coded data quantity is not increased even against the picture signals with a large picture element number. CONSTITUTION:A picture A and a picture B having a picture element number over that of the picture A are inputted respectively to 1st and 2nd input terminals 10,11, the picture A is coded so that code data quantity of each frame and the picture B is coded so that code data quantity of each of 2 frames is the same in the unit of frames by using 2-dimension orthogonal transformation at an in-frame coding circuit 20. In this case, one frame X in the two frames in the case of applying in-2-frame coding of the picture B is subject to in-frame coding the same as the picture A, and the other frame Y whose inter-frame difference with a frame X' resulting from decoding the one frame X is subject to in-frame coding.</p> |
