<p>PURPOSE:To eliminate distortion at the time of coding by dividing an input signal, dividing this low frequency component into blocks in a first size, transforming a first size point so that the transformation base of the low frequency component can stay in the block, and forming blocks in a second size by collecting the first size points of a high frequency component belonging to the same position. CONSTITUTION:For example, the one-dimensional signal of a digital moving image is inputted for the unit of a frame or a field. Next, a hybrid transformation part 11 receiving this input signal performs two-dimensional hybrid transformation and a block/class dividing part 13 divides the block into several classes, and the image can be coded entirely with the small amount of codes. Afterwards, a pattern preparation part 14 calculates the pattern of bit allocation to the transforming coefficients of two-dimensional HBT, and a pattern selection part 15 decides the optimum quantizing allocation patterns of respective transforming coefficients. Afterwards, a quantizing part 16 quantizes the coefficients according to the bit allocation and when there is any error to the quantized index, it is corrected by a coding part 17.</p> |
