PURPOSE:To reproduce component data for the unit of a macro block and to suppress propagation error at a minimum by arranging the code signals of one macro block in one sink block and providing the high frequency component AC-H area of a fixed length near the head. CONSTITUTION:A buffering circuit 3 is provided for controlling the amount of encoded output data less than a prescribed value for the unit of plural macro blocks respectively containing the plural components of digital image signals. The encoded outputs from the buffering circuit 3 corresponding to almost (n) pieces of macro blocks [(n) is a positive integer >=1] are arranged in the data area of the sink block having the fixed area, and a framing circuit 11 is provided for forming data constitution regularly provided with the DC area of the encoded outputs and the area of low frequency components AC-L following the DC area in the data area.
