MOTION COMPENSATING ENCODER

PURPOSE:To execute efficient encoding for a video signal. CONSTITUTION:This encoder is constituted of a motion vector detector 11 to detect the motion vector of an encoded object block by using a predicted video signal for executing interframe prediction, an evaluation value calculator 12 to calculate the evaluation values of both encoded object block and the block corresponding to a position deviated from a reference position by a portion corresponding to the motion vector of the block having been encoded just before the encoded object block with the position corresponding to the encoded object block on the predicted video signal as the reference, position and the index of an interframe prediction error, a comparator 13 to weight and compare the evaluation value of the detected motion vector with the calculated evaluation value, and to determine the motion vector of the object block to be motion- encoded. A delay unit 14 to store the motion vector of the encoded object block, and a motion vector encoder 15 to encode in variable length the differential value of the motion vector of the encoded object block.
