PURPOSE:To reduce a difference of coding efficiency and accuracy of motion detection caused by a difference from picture element interval of a luminance signal and a color difference signal resulting from the difference of a signal form by adding an inter-picture element interval discrimination means and a motion detection unit setting means to the device. CONSTITUTION:Switching information of a signal form processed externally is inputted to an inter-picture element discrimination circuit 6 thereby discriminating a picture element interval of a luminance signal in a pattern, a picture element interval of a color difference signal and a ratio of a picture element interval of the both. A size of a macro block is decided by the result of discrimination. A motion vector detector 7 detects a position where an absolute sum of differences is least in all positions within a detection range as a motion vector of the luminance signal. In this case, a motion detection unit setting device 8 sets a size of an area from which the motion vector is detected.
