The slaked lime as catalyst of 0.05-0.15 wt.% is inputted in a waste water containg formaldehyde and persisted to 70-90 deg.C, and formaldehyde is changed to formose. The formose is biologically decomposed by suspension or adhesion propagation method. The acid and ferrate and hydrogen peroxide is inputted to waste water for reduction of remained COD.
