The device is capable of measuring tension in a cable subjected to torsion and longitudinal deformation upon tensioning thereof. This device comprises a training connection and a packing ring adhered to the cable at respective first and second, longitudinally spaced apart locations thereof. A roller cap is mounted on the packing ring through single row radial bearings whereby the cable is free to rotate, along with the packing ring, in the roller cap about the longitudinal axis of the cable. A vibrating wire strain gauge has a first end microwelded to the training connection and a second end microwelded to the roller cap, whereby longitudinal deformation of the cable is transmitted to and measured by this gauge. A flat key is inserted in respective longitudinal grooves of the training connection and roller cap to maintain, about the longitudinal axis of the cable, a constant relative angular position between the training connection and the roller cap whereby, upon torsion of the cable, the cable rotates with the packing ring in the roller cap to prevent torsion of the cable to affect the vibrating wire strain gauge and influence the longitudinal deformation measurement.
