<p>PURPOSE:To reduce block distortion to be generated at a decoded image by generating discontinuous points at each processing block border for performing processing for the unit of a block at a high efficiency encoder for image signals such as television signals. CONSTITUTION:A transmitted or stored compressed image signal is decoded to a quantized coefficient by an entropy decoder 6 and by performing inverse transformation, the image signal is restored. Since the block distortion is generated at the restored image signal by reducing information for quantization, an error is further added to any specified picture element by an error adding circuit 9 and the image signal, which picture quality is improved, is provided from an output terminal 10. Since an attention picture element is provided with the border of processing blocks at the decoded image as a center and the error is added to the level value of each attention picture element, the discontinuity of block borders is diffused so as not to discriminate the block distortion.</p> |
