PURPOSE:To enable nonlinear resistors for acceleratedly attenuating a discharged current to be easily contained in the title device by cutting down the installation area of the resistors. CONSTITUTION:A plurality of nonlinear resistor elements 1 having potential barriers in a grain boundry are used as an accelerating and attenuating mechanism of a discharge current to laminate these elements 1 so that the electrodes on high and low voltage side may be alternately arranged at equal intervals. Otherwise, as for this mechanism, a nonlinear resistor having a plurality of planner potential barriers formed at intervals in the current direction may be used.
