<p>PURPOSE:To obtain respective motion vectors for a luminance signal and a color difference signal without increasing the load of the vectors so much. CONSTITUTION:In th case of applying an inter-field or inter-frame encoding utilizing movement on a time axis to a component picture signal in which a luminance signal and a color difference signal are separated, the motion vectors of the luminance signal and the color difference signal are respectively detected by MEs 20, 21. When the detected motion vector of the luminance signal is equal to that of the color difference signal, only one side of motion vectors is encoded by a motion vector encoder 19. When both the motion vectors are different from each other, the motion vector of the luminance signal is encoded by the encoder 19 and a difference between both the vectors is also encoded by the encoder 19.</p> |
