PURPOSE:To prevent a system from stopping caused by a misoperation a device to be controlled. CONSTITUTION:This system monitoring controller is equipped with a timer device 10 for outputting the present time data, and a misoperation preventing control device 12 for comparing the data of the operation starting time and the expected completing time of a device 2 to be controlled stored in a storage device 11 with the present time data outputted from the timer device 10, transmitting operation stop procedure inhibiting signal in the device 2 to the device 2 if the present time falls to the time between the operation starting time and the expected completing time, and transmitting the signal for releasing the operation stop procedure inhibiting state if it is past the expected completing time.
