PURPOSE: To provide forgery preventing paper forming a latent image not looked by the naked eye even if a camouflage pattern or a decorative pattern is not provided, having a uniformly and smoothly confirmed surface, sharply forming the latent image after copying and generating no moire even when a cut decoration is subjected to lap-printing. CONSTITUTION: One of the background 2 and latent image 3 applied to the surface of base paper 1 is constituted of creped wrinkle patterns of 20-30% corresponding to 80-100 lines arranged at random and the other one of them is constituted of creped wrinkle patterns of 20-30% almost corresponding to 175 lines arranged at random.
