PURPOSE: To improve the quality and properties of a substance with a simple installation and a small amount electric energy consumption by carrying out amplitude modulation for transmission waves having a specified wavelength by high-frequency having a specified wavelength and applying the amplitude modulated waves to the substance to be treated. CONSTITUTION: Amplitude of transmission waves 8 with 50-500Hz is modulated by high-frequency 9 with 1-100kHz to give amplitude modulated waves 10. To reform a substance 5 to be treated such as water, etc., the substance 5 to be treated such as water, etc., is stored in a water tank 3 together with a transmitting board 4.
