PROBLEM TO BE SOLVED: To prevent a seat from being opened and prevent an occupant from seating when locking of the seat is insufficient. SOLUTION: A ball capable of protruding and receding partially is stored and a needle 33 is arranged in a hollow cavity so as to move vertically in a lower part of a main body 31. The vertical movement of the needle 33 is operated by a lever 42. The ball stored in the main body 31 protrudes to fix a locking bolt 30 in an opening of a floor, and the ball recedes to release the fixing condition of the locking bolt 30 and the floor. A movable stopper means 53 is connected with the lever 42 to constitute a safety device together with a stopper part 54 provided in a lower frame P. When a position of the lever 42 does not cause the fixation of the locking bolt 30 on the floor, an extension part 533 of the movable stopper means 53 is engaged with the stopper part 54 to prevent the lower frame P of a seat from tilting around an axisΔso that the seat does not come to an open position and an occupant cannot sit on the seat.
