Disclosed are an access control method and a communications node, said method comprising: a first node sending indication information to a second node by means of a downlink channel; said indication information comprising at least one of the following: load level information; said load level information comprising the current load level of said first node; configuration information of a number K of third nodes, K being an integer not less than 1; delay information instructing said second node to delay sending a random access signal; the first node and the third node both are first type nodes; the second node is a second type node.
