PROBLEM TO BE SOLVED: To attain variable rate coding to supplied image data to be a prescribed data amount or below with simpler equipment configuration by providing a 2nd code means coding further image data coded by a 1st coding means so that the data production amount of image data is less than the allocated coding data amount. SOLUTION: A 1st coding section 100 applies processing such as DCT, quantization and motion compensation to an image at first to conduct compression to reduce spatial and timewise redundancy, applies quantization in a prescribed fixed quantization step so as to obtain a sufficiently low compression rate than an object compression rate and applies variable length coding and stores the result to a storage section 200. Then a 2nd coding section 300 is used to apply quantization again to the image data in the quantization step decided for the image data to obtain the image data coded at a desired rate. thus, no motion detection section or the like is required for the 2nd coding section 300 and the coder configuration is simplified. |
