PROBLEM TO BE SOLVED: To obtain a sampling clock generator in which dispersion does not take place in sampling number by keeping a sampling number of an analog video signal P for one horizontal synchronization period (1H) to be a reference number. SOLUTION: The generator is provided with a clock generating means 20 generating a clock signal synchronously with a color burst signal superimposed on a video signal, a phase delay means 309 generating a sampling clock with a phase delay to the clock signal, and a phase control means 40. The phase control means controls the phase delay means to adjust a phase delay so as to adjust a sampling timing a 1st horizontal synchronizing signal superimposed on the video signal. Thus, a sampling number of the video signal decided based on a 2nd horizontal synchronizing signal obtained by sampling the 1st horizontal synchronizing signal is selected to be a reference number (910) for each period of the 2nd horizontal synchronizing signal.
