PROBLEM TO BE SOLVED: To attain a natural image without deformation in the generation of a decoded image. SOLUTION: On the coder side a current frame image is divided into an image area depending on the contents of an image to generate area division information of a current frame image to obtain cross reference information between an image area of the current frame image and an image area of a preceding frame image corresponding to the image area and to code the area division information and the cross reference information. On the other hand, at a decoder side, the area division information and the cross reference information are decoded (S21), the image area of an area division information is converted according to the cross reference information (S22), and the converted image area is adjusted for expansion and contraction, based on the area division information (S23). The cross reference information is converted linearly so as not to cause unnatural deformation to the decoded image. In the expansion and contraction adjustment, the contour of the image area is in matching with the area border represented by the area division information. |
