PROBLEM TO BE SOLVED: To efficiently perform the special reproduction of image data by a simple method without enlarging the capacity of a storage medium. SOLUTION: An encoding device 10 encodes the image data of a bit map form by an MPEG system and compresses them. A packet assembly part 20 turns the picture data encoded in the encoding device 10 to packets by a format based on the MPEG system and writes them in the storage medium 31. At the time, the packet assembly part 20 sets an I picture index to the packet storing at least a part of I image data. At the time of the special reproduction, a data storage device 30 reads only the packets to which the I image index is set. Then, a decoding device 50 decodes only the I image data in the picture data stored in the packets read from the storage medium 31 and displays the decoded image data.
