<p>PROBLEM TO BE SOLVED: To suppress the direct increase of code quantity through the use of a motion vector encoding table, to enlarge the search range of the motion vector and to suppress the influence of noise and the like by converting a detected vector position into an appropriate integer and encoding the intergerized vector value. SOLUTION: A motion vector detection part 102 detects the motion vector based on an objective picture and a reference picture. A motion compensation part 103 generates a prediction picture from the reference picture based on the motion vector detected in the motion vector detection part 102. An index conversion part 104 converts the detection value of the motion vector into an integer value so that it is convenient for encoding and outputs it to a second variable length encoding part. Thus, the search range can be enlarged while the same number of searching points as a conventional case is obtained. Since the number of searching points is the same, a conventional encoding table can be used as it is.</p> |
