PROBLEM TO BE SOLVED: To definitely monitor and diagnose the whole plant by recognizing an alarming state from a point of macro view concerning each unit. SOLUTION: A data selection means 14 extracts data collected by a data collection means 13 by selecting by the unit or the group unit. An arithmetic processing means 15 executes prescribed arithmetic processing prepared corresponding to each group or each unit through the use of each data selected by the data selection means 14. A logical check means 16 diagnoses an objective unit from a point of macro view by diagnosing the contrary and dissociative state of the arithmetic processing result obtained by the arithmetic processing means 15 and a designed value and a standard value prepared in each unit by a logical method. A summarizing means 17 summarizes the judging result obtained by the logical check means 16 by each unit or by the system (area), the process or the plant to output the alarming state from the point of macro view to the pertinent unit part of a graphic display means 12.
