PROBLEM TO BE SOLVED: To realize efficient coding by configuring a frame to form an input frame to be a noninterlace frame and coding the frame even when a moving image signal including a so-called isolated field is received. SOLUTION: An input moving image signal S1 from a VTR 161 is fed to a noninterlace frame detection circuit 172, which detects an isolated field and the detected isolation field is eliminated from the input moving image signal S1. Then a scanning converter 162 converts the received signal into a frame image signal in the order of the reception and the signal is coded by a coder 163.
