A photocarrier indicated as AcMpOn(A is alkali metal selected among K2CO3, Na2CO3, CaCO3, or alkali metal or alkaline earth metal originate from alkaline earth metal carbonate, M is the metal selected among Nb, Zr, V, c & p are within 1.0~10.0, n is within 3.0~20.0), the photocatalyst indicated as Ns/AcMpOn(A is alkali metal selected among K2CO3, Na2CO3, CaCO3, or alkali metal or alkaline earth metal originate from alkaline earth metal carbonate, M is the metal selected among Nb, Zr, V, c & p are within 1.0~10.0, n is within 3.0~20.0, N is the metal or the oxide originate from the inorganic metal compound selected among RhCl3, IrCl3, PdCL2, [Pt(NH3)4 Cl2, CoCl2, Ni(NO3)2, CuCl2, ZnCl2, FeCl3 & Al(NO3)2, s is the number which makes the content of N within 0.05~5.0wt%), and the method for manufacturing thereof, and the method for manufacturing hydrogen using them are disclosed.
