PROBLEM TO BE SOLVED: To prevent damaging glass electrode tubes in an ozone generator by stabilizing the pressure in an ozone generator after the ozone desorption process. SOLUTION: The oxygen charging operation is afforded only to the adsorbing and desorbing tower 12 while the ozone desorbing operation supplying ozone desorbed from the tower 12 by attracting under reduced pressure and the ozone adsorbing operation adsorbing ozone from the oxygen after ozonation and returning the oxygen after adsorption to the ozone generator 11.
