PROBLEM TO BE SOLVED: To obtain the data having a small error by applying an arithmetic operation to the data, adding the prescribed value to the arithmetic result, accumulating the arithmetic result and adding the arithmetic result to the accumulated value. SOLUTION: The output of an inverse quantization circuit 20 is supplied to an inverse discrete cosine transform arithmetic circuit 24 and a discrimination circuit 21. The output of the circuit 21 is supplied to a ± COS (*) COS (*) output circuit 30. The output of the circuit 24 is supplied to an adder 26, added to the output of a frame memory 27 and outputted to an adder 31 and a rounding circuit 32. The circuit 30 refers to the output of the circuit 12 to output the prescribed value. The adder 31 adds together the outputs of the circuit 30 and the adder 26. The output of the adder 31 is supplied to the memory 27 via a rounding circuit 25, delayed and then outputted to the adder 26. The circuit 32 performs the rounding processing of the output data of the adder 26 and outputs the integer data. |
