<p>PROBLEM TO BE SOLVED: To much more improve the efficiency of encoding by using not only the degree of spatial redundancy between adjacent blocks of a video frame but also its correlative relation. SOLUTION: Input video frame signals are inputted to a grouping block 12 and arranged in the group of P×Q pieces of blocks. A transformation block 13 generates the pairs of M×N pieces of transformation coefficients corresponding to one group of P×Q pieces of respective blocks inputted from the grouping block 12. A rearrangement block 14 rearranges one group of P×Q pairs of M×N pieces of transformation coefficients and supplies M×N pairs of rearranged transformation coefficients composed of P×Q pieces of coefficients having the same frequency component. Based on the pairs of rearranged coefficients from the rearrangement block 14 corresponding to the group, a correlative relation calculation block 20 calculates the correlative relation among P×Q pieces of blocks corresponding to the group of transformation coefficients and generates a select signal toward a selector 28.</p> |
