The present invention discloses an electric energy consumption anticipated invoicing system (FACEE), (figure 01) for 1 and 2-type fees. The system comprises an electronic device for interpreting the operation of installed watthorimeters (1) in 1 and 2-type fees services, for 1, 2 or 3 phases, by sensing the disk movement produced according to the consumption of an electrical charge, and based on a test constant (Kh'), which will be processed in a microprocessor (2), said microprocessor being activated by means of an intelligent card (5), using a microchip (10), which will subtract the energy consumed by a user, and when there is no availability in the card, the service is automatically stopped, until a new card is replaced.
