PROBLEM TO BE SOLVED: To eliminate the need for the processing of separating a variable length frame into ATM cells by giving separately a variable length frame and an ATM frame respectively to a crossbar switch and an ATM switch so as to switch them. SOLUTION: An FC control section 104a of a fiber channel processing section A shares a class 1 frame to a crossbar switch 100 and class 2 or 3 frame to an ATM switch 101. A frame demultiplex section 106a of a fiber channel/ATM processing section B shares the class 1 frame to the crossbar switch 100 and the class 2 or 3 frame to the ATM switch 101. A cell demultiplex section 108a of an ATM processing section C shares an ATM cell to the crossbar switch 100 and the ATM switch 101. Then the class 1 frame is switched by the crossbar switch 100 without being divided into ATM cells and the class 2 or 3 frame is divided into ATM cells and switched by the ATM switch 101.
