PROBLEM TO BE SOLVED: To prevent she unnecessary expansion of an air bag on the front passenger seat side by providing a load detecting meats fixed to part of an automobile seat, and infrared detecting means installed in a cabin, with light receiving parts opposite to the from face of a seat, and judging presence or absence on the seat on the basis of output signals of these detecting means. A signal outputted from one of infrared detecting means 7-9 installed at a roof 11, a windshield 12 and a front panel 13 in a cabin is converted into radiation temperature T by a judging means 10, and in case the load signal W is the set value W0 or more and the radiation temperature T is the set value T0 or more, the seat 1 is judged to be occupied. In case of load signal W < seat value W0, absence is judged. In case of the object being placed on the seat 1 and load signal W < set value W0, absence is judged, and in case of load signal W >= set value W0 and radiation temperature < set value T0, absence is judged.
