PROBLEM TO BE SOLVED: To dispense with major expense investment due to a special plan in the respective layer material extrusion parts constituting an inner tube extruder and to clear the way for the adaptation of various inner tube forming material qualities. SOLUTION: An inner tube extruder 1 wherein a head part 20 integrated with a first layer extrusion part 10 is provided to the leading end side of the first layer extrusion part 10 of an inner tube 90 and the leading end side of a second layer extrusion part 40 is connected to the head part 20 and first and second layer materials extruded from the first layer extrusion parts 10, 40 are emitted in a laminar state to form the inner tube by extrusion molding, a spiral machine 5 arranged to the rear stage of the inner tube extruder 1 in opposed relation to the inner tube extruder 1 and an outer tube extruder 8 arranged to the rear stage of the spiral machine 5 in the extrusion direction of the inner tube 90 and forming an outer tube 94 on the inner tube 90 reinforced by a spiral reinforcing layer 93 by extrusion molding are provided.
