PROBLEM TO BE SOLVED: To adequately perform a stop process by monitoring the state of a computer. SOLUTION: A watchdog circuit 10 inputs a clock signal from a microcomputer 40. A decision circuit 12 inputs the clock signal outputted from the watchdog circuit 10 in synchronism with a clock signal from a microcomputer 40 and outputs a decision signal until a reset signal is inputted after the clock signal is inputted. The decision signal is inputted to an AND circuit 14. A standby signal from the microcomputer 40 is inputted to the AND circuit 14. Therefore, when the decision signal and standby signal are inputted, the AND circuit 14 outputs a standby active signal to the watchdog circuit 10 and a relay control circuit 16.
