PROBLEM TO BE SOLVED: To stably and efficiently prepare a hydrophilic core material-containing polynuclear microcapsule stably encapsulating a hydrophilic material used as an available component of a cosmetic or the like or a physiologically active material and capable of suitably releasing the hydrophilic material. SOLUTION: The microcapsule 1 is obtained by dispersing and emulsifying a W/O type emulsion particle 4, which is prepared by emulsifying an internal water phase 2 composed of the hydrophilic core material containing the available component of the cosmetic or the like in an oil phase 3 containing an oil matter and a prescribed emulsifier, in an external water phase containing a hydrophilic film forming material gelated by a temp. change and composed of a water soluble high molecular material to form a W/O/W type emulsion and solidifying the hydrophilic film forming material of the external water phase by giving the temp. change to the formed W/O/W type emulsion. Thus a microcapsule film 5 of the hydrophilic film forming material covering the W/O type emulsion particle 4 is formed.
