SOLUTION: A pair of inner protrusions 42, 42 built in a sensor 31 face the columnar parts 24, 24 or through holes 23, 23 of a tone wheel 20 simultaneously. On the other hand, a pair of outer protrusions 46, 46 face the through holes 23, 23 or the columnar parts 24, 24 of the tone wheel 20 simultaneously. Quantity of fluid flowing through coupling rods 40, 40 arranged on the inside of coil elements 35, 35 are varied significantly as the tone wheel 20 turns.
