SOLUTION: A duct 5 arranged in water is provided with screw propellers 1 and an air bubble discharge plate 13 having a large number of fine pores 13b are provided and fine air bubbles 5 generates by the fine pores 13b are carried on the revolving streams of the propellers to be diffused remotely while suppressed in rising and the contact time of air bubbles and circumferential water and the contact area of them with circumferential water are achieved to increase an amt. of oxygen dissolved into water.
