PROBLEM TO BE SOLVED: To eliminate any necessity of a radiocommunication qualified person for monitoring the swing of a carrier, decrease the capacity of a battery to small, and communicate at high speed. SOLUTION: A swing detection sensor 6 and a transmitter 10 for issuing a signal, when the output from the swing detection sensor 6 is larger than the set value, are mounted on a carrier 5 suspended from a rope 3. A receiver 11 for receiving the signal of the transmitter 10 is installed in a support for supporting the rope 3. A control panel 13 which receives the signal transmitted via the receivers 111 -11n and issues an alarm or issues a command to decelerate or stop a carrier transport drive device is provided in a ground monitor station. An answer back signal is issued from the control panel via the receivers 111 -11n and the transmitter 10 so as to reset the transmitter 10 side.
