<p>PROBLEM TO BE SOLVED: To enable sterilization and deodorization to be achieved using ozone as dehumidification is effected. SOLUTION: A cathode 13 is obtained by mixing a platinum series metal or an oxide of a platinum series metal serving as a first catalyst with powders of a solid electrolyte, forming on one side of a film 10 a cathode catalyst layer 11 in a thickness such that the amount of the first catalyst is 0.3 to 3.0 mg/cm<2> , and joining a first moisture-permeable porous base material 12 to the cathode catalyst layer 11. An anode 16 is obtained by mixing a second catalyst of a high oxygen overvoltage with powders of a solid electrolyte, forming on the other side of the film 10 an anode catalyst layer 14 in a thickness such that the amount of the second catalyst is 0.3 to 3.0 mg/cm<2> , and joining a second moisture-permeable porous base material 15 to the anode catalyst layer 14.</p> |
