The method involves determining a maximum number of cells in a transmission word cell burst. Each terminal (1-3) in a network is allocated an initial cell credit as a function of the maximum number of cells in the burst. The allocated credit is decreased for each cell transmission and increased one unit once a set period has passed. Transmissions are not authorised at any instant unless there is at least one cell of remaining credit.
