PROBLEM TO BE SOLVED: To provide a manufacture method of a plastic film formed with a fine hole having a uniform hole diameter in a controlled condition. SOLUTION: In a manufacture method of a plastic film with holes by applying a high voltage pulse across a pair of electrodes 4, 6, supplying a plastic film 8 to a gap 5 between the electrodes and discharging to open a hole in the film 8, by detecting a hole opening discharge spark in 1 pulse of the high voltage pulse and a discharge spark generated thereafter, a number of discharge sparks generated after a hole opening discharge spark is controlled.
