PROBLEM TO BE SOLVED: To provide a honeycomb panel and its manufacturing method capable of joining by mutually welding surface plates or frame materials of a panel body without being influenced by heat. SOLUTION: Core materials 3 are joined by brazing or welding between a pair of aluminum made surface plates 1 or core materials 3 and frame materials 2 are joined by brazing or welding between a pair of aluminum made surface plates 1 to form a panel body 4, a probe 9 is pressed to the joining part of both surface plates 1 under the state mutually abutting the surface plates 1 of the panel body 4, the probe 9 is rotated at a high speed and horizontally transferred, and whereby surface plates 1 are mutually joined by frictional welding 5.
