PROBLEM TO BE SOLVED: To provide an animal exercise control device by which exercise quan tity abnormality, i.e., rutting/heating, can be precisely and correctly judged, a exercise quantity control system, and a recording medium storing an animal exercise quantity control program. SOLUTION: This is an exercise quantity control device for an animal 2 to control the exercise quantity by the number of walking steps, and is constituted of a count sensor 11 to count the number of walking steps of the animal 2 and to output the count data, an accumulating counter 12 to output each accumulated count datum accumulated count data during a prescribed standard time going back from each standard time which a day is divided into a plural number, a relative ratio calculation part 13 to calculate a relative ratio that is calculated by dividing each accumulated count data by the average of accumulated count data for a prescribed past days or the sum of the average and a value that the standard deviation is multiplied by a positive coefficient, and an output part 14 to output an alarm when the relative ratio is larger than a preset prescribed value.
