PROBLEM TO BE SOLVED: To avoid unstable operation of an input/output device owing to the run-out battery capacity following the change of the power consumption of the input/output device by means of setting and the change or addition of the input/output device without changing OS. SOLUTION: Drivers 21a-21c store the power consumption values of corresponding input/output hardwares 15a-15c. The stored consumption power value is registered in a power consumption value table 33 in accordance with the setting of the driver when an operating system 20 executes an input/output function. The operating system 20 judges whether the input/output of data inputted/outputted by a request can stably be executed by the remaining quantity of a battery 14 which a battery measuring instrument 17 measures when the use request of the input/output function is given from applications 22a-22c. When it is judged to stably be executed, the corresponding drivers 21a-21c drive the input/output hardwares 15a-15c.
