PROBLEM TO BE SOLVED: To obtain a transparent conductive film with improved light transmittance which is used as the transparent conductive film of a transparent touch panel. SOLUTION: In a plastic film on which a transparent conductive membrane is formed, an insulating layer whose refractive index is smaller than that of the plastic film is inserted between the plastic film and the conductive membrane layer. In this way, the light transmittance of the plastic film with the conductive membrane improves greatly.
