PROBLEM TO BE SOLVED: To correct waste of broadcast bands in the case of broadcasting new contract information and contract cancellation information of a pay broadcast. SOLUTION: In the case of broadcasting contract revision information such as new contract information and contract cancellation information of a pay broadcast, a transmitter side uses a cancellation information transmission section 19 to broadcast repetitively contract revision information and when a receiver side receives the contract revision information, the receiver side informs the transmitter side of reception of the contract revision information. A cancellation information transmission control section 21 of the transmitter side receiving this notice allows the cancellation information transmission section 19 to stop broadcasting the contract revision information. The transmitter side can stop broadcasting when the transmitter side confirms the reception of the contract revision information by the receiver side.
