PROBLEM TO BE SOLVED: To gradually allocate access rights according to the rough access request of each station by deciding access requests to a channel of each station, deciding a group according to the access requests and further allocating the access rights to each station in every group one after another. SOLUTION: A base station initializes its function (S310) and performs a rough access request (S302). When a central station decides that others remain except one station in a list setting of residual stations (S303), it calculates the total of rough access requests of a set of groups of the residual stations (S304). When it is decided that the total of access requests of the residual stations is smaller than stability threshold (S305), the central station allocates rough access requests to the set of groups (S307). A base station allocates access rights to a different group (S308), waits for the end of an access allowable period (S309), decides a new list of residual stations and eliminates a list of a group of the station (S310). |
