PROBLEM TO BE SOLVED: To recover speech quality by conducting hand-over, even when deteriorating the speech quality not only in the case of detecting a strong electric field strength and to reduce call loss rate by suppressing a communication channel resulting in squelch interrupt. SOLUTION: A base station makes a mobile station measure a reception level R of a pilot channel of a peripheral sector during communication (S101) and receives a measured level R (S102). Furthermore, the base station allows the mobile station to measure a speech quality qq of a sector during communication and measures a speech quality Q' (S103) and receives the measured Q (S104). In response to the result of comparing the Q, Q' with a predetermined reference value Q1 respectively, a predetermined reception level R1 which is a reference to set/release a simultaneous communication mode is changed into a smaller level R2, a peripheral sector whose reception level R is higher than the level R2 connects newly to the mobile station, and the simultaneous communication mode is selected (S107). When the Q, Q' of the sector during the simultaneous communication are deteriorated further from a predetermined reference value Q" (Q2<Q1) (S110), a channel corresponding to the sector is disconnected (S114). |
